Presque Isle Casino Fined More Than $80 Thousand, Pennsylvania Excludes More Individuals

The state gaming officials have penalized Presque Isle Downs & Casino in Erie over $81K due to two significant regulatory violations. 

On Wednesday, the Pennsylvania Gaming Control Board (PGCB) revealed that Presque Isle Casino was penalized $50,000 for not having the required number of active slot machines on its gaming floor. The racino operated by Churchill Downs Inc., based in Kentucky, was also penalized $31,575 for not promptly submitting a “principal license” application to the PGCB. 

Details of the two incidents and the consent agreements established to address the issues were not promptly disclosed. The PGCB regulates all types of legal gambling in the commonwealth except for the state-operated Pennsylvania Lottery. 

In January 2019, Churchill purchased the Lake Erie casino from Eldorado Resorts for $179 million as part of its merger with Caesars Entertainment. 

The Presque Isle Casino site indicates that the venue features 1,500 slot machines, 30 live dealer table games, and a TwinSpires Sportsbook. The racino features two complete restaurants, alongside a café for quick service and two bars, in addition to an entertainment space and live horse racing with parimutuel betting. 

 

Prior Penalties 

In 2016, Presque Isle was penalized $10K for failing to adequately secure a storage space containing table game equipment. In 2021, the casino was penalized $45K for breaching alcohol regulations amid COVID-19, including permitting customers to consume alcohol on the casino floor. 

In February 2022, the PGCB imposed a $17,500 penalty on Presque Isle for not preventing a 19-year-old from gambling for almost two hours. The casino fired the security employee who permitted the minor to trespass. 

 

Cases of Unsupervised Children 

Despite strong measures by the PGCB to reduce instances of children being left unsupervised in cars outside casinos while their guardians gamble inside, the board revealed that two more individuals had been banned from all gambling activities it oversees due to these issues. The Involuntary Exclusion List, which has exclusions for all violations such as cheating, disorderly behavior, and fraud, now counts 1,344 individuals.

"Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children. To complement the efforts by casinos to mitigate this issue, the Board created an awareness campaign, ‘Don’t Gamble with Kids,'” the PGCB said in a release.

The PGCB reported that a man abandoned a five-year-old in his car at the valet parking area outside Rivers Casino Philadelphia while he "sought to carry out financial transactions in the casino." 

In another incident, a male guest left a 10-year-old child alone in a parked car with the windows closed and the engine off on a 90-degree day last summer at Wind Creek Bethlehem. The man was discovered playing a slot machine. The child was said to have been in the car for a minimum of 45 minutes. 

The PGCB also acted against a woman who abandoned three minors, aged 10, 14, and 15, in the parking garage of Hollywood Casino at Penn National Race Course in 2022. She was found playing slot machines. Monitoring revealed that her children were left alone in the car for more than one hour and 40 minutes.
